I had Comcast HSI in Pennsylvania (Pittsburgh) 2 years ago, and did not 
notice that my ip changed frequently.  As a matter of fact, the only time 
my ip changed is when a power outage affected a large area, large enough 
to knock the headend for my area offline.  I should also point out that I 
had a cisco 836 connected to the line.  I hope this helps!  Have a great
